Looks like TBTA Bridge and Tunnels. Box is not far from Verrazzano Bridge and there is a TBTA station at the base, could probably see smoke from it. Quick ride over for them

Confirmed MTA TBTA Police 10-84. See pics below.

Also looks like NY State Trooper 10-84, car seen on citizen video and see pic below of grey outfit with hat standing outside the house awaiting FD. State Police are often patrolling the SI-end of the VN bridge once you get off the span and onto the highway, looking for speeders. They, and TBTA could have been first on scene as their “precinct” or station house is actually just down the road at the entrance to the bridge.

Also looks like E152 and E161 arrived simultaneously.
