Generally it wouldn't make such a big difference, in this case it would potentially mean turning out a Brooklyn company with the Satellite. (Given that both E-159 & E-152 were on the box)
 
Usually once an extra engine and truck are called the dispatcher will transmit the all hands
sometimes also once the report is given of a second line being stretched a dispatcher will drop the hint "wanna go with the all hands?"

these days the all hands only gives you the satellite on top of the assignment i believe and im sure if something sounds legit 159 is starting to roll before getting the ticket
 
I’m not sure, but I would think the All-Hands might initiate more coverage being that, in theory, they may be tied up longer. A 10-75 may be wrapped up quickly and perhaps only one or two units are relocated.
FDNY defines an "ALL HANDS" as either 3 engines & 2 ladders OR 2 Engines & 2 Ladders & a Squad at work. In this case with a box on the VZ bridge Rescue 5 would be on the road (10-8). So seeing that this was not the normal response of E-161 (0.2 miles), E-152 (1.3 miles), E160 (1.7 miles), E-159 (2.3 miles), if 159 was dispatched the unit might have told the dispatcher, "We are near there" & then was assigned. E-159 shows normally responding with Sat 5 on that box. So who operated the extra line? How about Rescue 5 & that is why the All Hands was never transmitted. How is that for an answer? The normal response for that box should be 161 - 152 - 160 - & 153 (2.6 miles) .

Question for the class
3 L/S 2 in Opp. And no All Hands?

What would classify as using All Hands?
