I just mentioned that a few days ago in the "Communications" site here. He sounds like he's auditioning to read the disclaimers at the end of auto or medicine commercials.
Please don't take this the wrong way, but I've learned to not be critical of anyone on the radio from some internet audio. He was dispatcher of the year a few years ago for a reason. I used to kid him about his style, but he is a terrific FAD. Some might not agree, but I think there is something to be read in the tone of a voice on the radio.
 
Not being critical of the man, just a bit confused as to his rapid speech. P.S., all the dispatchers do an excellent job.
