Can anyone explain why, for example on the second card, Engine 45 is assigned after Engines 73 and 50, when Ladder 58 is assigned ahead of Ladders 19 and 42?
 
I believe it was the Department's way of keeping companies available in certain high alarm/high fire neighborhoods. Instead of the usual "closest goes first", companies' responses were modified so that some closer companies would remain in quarters and would only respond if the incident escalated a greater alarm, otherwise they were available to respond to other boxes in the area.
 
L-58 was still in QTS. of E-46 at the time...might have something to do with it?
 
In the 2nd card you can see that E85 was added on 1st alarm and E92 was removed from 2nd alarm but E92's relocator, E48, was relocated to E85. ;)
