Location: Long Island Expressway near 108th St.

Overturned tractor trailer on fire on the outer roadway.

Phone Alarm Box 8387 - Reporting an overturned truck with propane cylinders - 23:59

B-46: Start out the Hazmat response. (HM-1, HMB & E-274 HTU) - 00:00

B-46: We got a large volume of fire on the LIE - Transmit a 10-75 - 00:01

L-151 FAST

B-46: It's on the outer roadway going westbound - I need engines to come the wrong way on the LIE from QB - 00:02

B-46: Have the 10-75 chief respond to Lefrak & take command on whatever it's being espoused over there - I want all the engines to operate against traffic from the main roadway on the LIE - There's explosions occurring at the fire, but we can operate safely from the main roadway with the protection of the jersey barriers - 00:03

B-46: Transmit a 2nd Alarm - 00:06

Box # changed to 9237 (to reflect the street location)

B-28 RUL, B-50 Safety, E-291 w/ Sat. 4, E-260 & E-96 w/ Foam Carrier

D-14: We need PD to shut down the LIE in both directions ASAP - 00:10

QD to D-14: We assigned E-260 & E-96 for foam due to the propane cylinders.

D-14: The Command Post will be setup in front of 98-25 Horace Harding Expy. which is the westbound service road. - 00:16

D-14: 3 L/S/O - AVFKD - Driver of the vehicle is accounted for - No extension to any structures - DWH - 00:23

FC: Per C-15a, Hazmat is evaluating 294 20lbs cylinders - 00:39

D-14: Continuing to operate with Hazmat burning off the cylinders - PWH - 01:21

explosions from truck....possible extension to Lefrak City bldgs ...Second Alarm box changed to 9237.... in front of 97-05 Horace Harding Expwy North near 99 St.....DV*14 orders the LIE shut completely in both directions.....looks like numerous propane tanks on the roadway from the truck. ...First Alarm Rundown is probably GMAN as the original highway Box 8387 has a different assignment than the Street Box it was changed to 9237....however with the Second transmitted probably all the Units will be there just in a different arriving order.....99 St & 57 Ave is the Staging area....report of 294 propane cylinders on the truck originally....drive accounted for.....no extension to bldgs.

Here are the assignments for the original 2nd Alarm box transmitted.

Box 8387. LIE BET. JUNCTION TO GCP

E 287- 324- 289-319
E 273- 291- 299-292
L136- T138- 140- 129

Here is the 2nd Alarm assignment for the box out was changed to...

Box 9237. HARDING EXP N. ( LIE) & 99 ST

E 324- 289- 287- 305
E 319- 316- 307- 292
T138- 136- 151- 154

And of course they are both Div 14 &
Batt 46 boxes

Lucky this happened on a highway rather than a City street. Is it legal to transport that much propane in a truck on a higway ?

Used to do escort duty with propane truck to rock when the burn building needed refill of propane, I’m sure this vehicle wasn’t placarded and as stated making drops at places using propane for outdoor heaters. I think propane is illegal to transport in the city. I know you cannot refill 20lbs cylinders in the city I go to westchester for my bbq.

If it's illegal to transport propane in NYC, how then do all the Home Depot big box stores sell and exchange 20 lb. cylinders?
I know of 1 in College Point and 1 in Flushing have been doing it for years.
Chapter 38 of the NYC Fire Codes will come into play. Also, I wonder how many people have received a Certificate of Fitness for the operation of these propane installations in these street dining facilities?!

The engines that were given special instructions on the first alarm were: 287, 289 & 316, assuming 324 was also on the first alarm.

My 2nd alarm rundown is just a guess since the companies were not announced. Engines 292, 305, 319, 307 & 273 all had relocators, so I'm not sure who was assigned.

The house where l use to buff was
E 319 in Middle Village Queens.
We had a 1st alarm highway box on the LIE bet. Maurice Ave & Greenpoint Ave which is near E 259/ L 128/ Batt 45 quarters but yet on a street box near them we were on the 5th alarm..

^^^^ Highway Boxes generally have 1&1 coming from each direction on the highway to cover both sides of the highway but a Street Box right alongside often has a somewhat different assignment .
