Sounded like they were on air using their portable for this transmission

[16:29] R4: Rescue 4 to queens, who’s the first due chief to this 127 street job? (46 battalion) Alright, they’re not in yet, we’re probably gonna need a… just transmit a 2nd alarm here. We’re gonna need the engine companies coming in to help supply 138 and 316 there’s limited water supply back here.
