Almost! I think the law is any bridges built within a twenty mile radius of the Triborough Bridge fall under the purview (and tolls) of the Triborough Bridge Authority. The Tappan Zee was exactly twenty miles away. Probably just an interesting coincidence.
 
The NTSB has stated that all runway lighting systems were working properly. This means the Runway Entrance Lights were displaying correctly. The REL's are a string of high intensity lights installed in the centerline of all taxiways leading onto a runway. They either show red or green and operate automatically with take-offs and landings. FAA training films teach ground personnel to never enter a runway with red lights on; even with clearance from the tower.

On the CCTV clip that everyone has seen seem to show red REL's as Truck 1 approaches the west side of 04.

One more hole in the swiss cheese accident model.
