So what is the correct ventilation tactic for a fire on the ground floor extending to an occupied second floor?

Do you open the apparatus doors if they're still operable?

Not unless you have a good amount of water on the fire. That big of an opening is gonna give a lot of air to that fire if you don’t.
 
When will they equip fire houses and EMS stations with automatic sprinkler systems ?
