The PSCC (Penn Station Command Center) Liaison is a battalion chief assigned to the PSCC and acts as a link between FDNY and Penn Station Command (where the trains on the Empire Line operate out of).

The Nolan Company is a railroad equipment company.  Their carts are lightweight metal trays designed to roll on rails http://www.nolancompany.com/Main/Carts/Carts.asp which can be used to move equipment or victims in the tunnels.

Do they have a second piece to carry the carts?  Even though they fold up they look quite large to fit on a regular unit with everything else they carry.

They don't have a second piece that I'm aware of; I'd imagine it would be something they usually leave in quarters and only respond with when needed.
