Curious what picture they saw? Maybe from citizen app?
 
Batt & Div have I Pads that Chiefs can get pics of address to start size up before they get to job.
All companies have the iPads. It’s a excellent tool, the runs come over it and you can pull up CIDS, hydrant location, Pictures, ETC immediately
 
So they can see the house on something similar to Google street view? It's not live like citizen? Wonder what made the chief give the 2nd prior to arrival

Ignore my original reply, L76 said send everyone, B23 called the Second Alarm, and D8 called the 10-60. (referring to Port Mobil). Also L76 called the Third Alarm.
