5 story (per CIDS) is correct. If you goggle map the front of the building and zoom in you will see inside the front door is a flight of stairs more than likely going to another door that lets you onto the first floor and where the mailboxes are. This building also, more than likely, does not have an elevator, which would be required in a six-story building.
 
It undoubtedly looks like 6 from the street - but as we know from here, the ground floor of apartments is not counted in the official NYC building code assessment of the building. The “first floor” starts at the top of the stairs once inside as mentioned in EdMc’s post. So of course I understand and would even say that yes, from the street it looks 6 stories.

What I was saying was that this very interesting topic, however, has been discussed to what is to me a moot point. Clearly the CIDS, DOB, and hopefully members of area fire companies know how to classify the building in which they are familiar with.
