I think (could be wrong) take over for the CWTC who is at the job. Also might be the back ups to the CWTC are also at the job
421 or 422 is to cover the citywide for the rest of the city because there is no other staff chiefs available as a few are on medical leave and a couple are at FDIC.
 
At a Church fires aiming a Tower Ladder stream into the round or semi-round "Rose Window" is often a great tactic to control fire once it has spread to the "Nave" = the place where most people sit in a church, or fire has extended to the roof above the Nave. Rose windows are often found above the front door of the church entrance. This is an old tactic in advanced church fires. It is unsafe to commit firefighters into the Nave due to the danger of heavy plaster, or heavy chandeliers/light fixtures falling from a greater than normal height on firefighters in the Nave. Also, Heavy Church bells have fallen in church fires and killed firefighters. The only normally valid interior tactic in advanced church fires may be a portable large caliber stream positioned just inside the front door/s.
