I think (could be wrong) take over for the CWTC who is at the job. Also might be the back ups to the CWTC are also at the job
421 or 422 is to cover the citywide for the rest of the city because there is no other staff chiefs available as a few are on medical leave and a couple are at FDIC.
 
At a Church fires aiming a Tower Ladder stream into the round or semi-round "Rose Window" is often a great tactic to control fire once it has spread to the "Nave" = the place where most people sit in a church, or fire has extended to the roof above the Nave. Rose windows are often found above the front door of the church entrance. This is an old tactic in advanced church fires. It is unsafe to commit firefighters into the Nave due to the danger of heavy plaster, or heavy chandeliers/light fixtures falling from a greater than normal height on firefighters in the Nave. Also, Heavy Church bells have fallen in church fires and killed firefighters. The only normally valid interior tactic in advanced church fires may be a portable large caliber stream positioned just inside the front door/s. City Wide Tour Commanders:
CWTCs on rotation 24 shifts. 3rd Alarms & discretion depending on injuries and other factors
C4A, 4B, 4C, 4D, 4E, 6, 7, 8, 9, 10, 11, 13, 13A, 13B, 15, 15A.

3rd Alarm will also get a Safety Command Chief on rotation
C12A C12B C12C

4th Alarm requires a Asst Chief or higher to Respond
C4 if available


C12 (Chief of Safety) or turned around by 3rd Alarm Safety Chief

If C3 is off C4 will respond on 5th Alarm and a senior AC will respond on 4th.
 
This fire is similar to the 8th alarm in a church on 2nd Ave. in the East Village a few years ago, in that both fires started NOT in the church but in a dwelling building adjoining the church and then spread to the church. Many churches have a Rectory, Nunnery, or Convent close to the Church and consideration so proper exposure protection is a must, especially if taller exposures surround the church or other building on church property. This is one of the few times when aiming a large caliber stream at fire venting through the roof may be required. Graveyards on church property may hinder the positioning of Tower Ladders or other apparatus. Captain Bob Rainey FDNY Engine 26 retired

I am curious what are the functions of the City Wide Tour Commanders? Thank you.
 
My 1st job out of high school was doing maintenance and driving the work boat at an old waterfront club that had burned to the ground several times in its past. My brother, then a FF but now the Capt told me that in the event of a fire there again it would be a quick check then surround and drown operation so Id best to haul buns outta there if the place ever started cooking if I was on duty. The shoreside boat clubs, churches and the like are mainly a lot of wood, oil paint, laquer and not much else. Plus there is almost always a store room of all the paints and solvents and all manner of wood treatments hiding somewhere in each one. Hopefully the injured member is ok from this call.

CWTC Responds to 3rd Alarms or on his discretion, of any incident. They have the CW for the full 24 hours adless a Boro commander is working in his office during the dam they would take it. It’s not just fires. Once night tour starts that’s any issues going on in firehouses. Any funerals or events going on they are supposed to go also
