Perhaps this fire should be listed as a 2 and 2 which was I heard the Batttalion say and which was acknowledged by the dispatcher rather than as an All hands.

B-22 was transmitting on the backup channel, couldn't copy their transmission after the 10-20. they did initially transmit the All Hands, not sure how they ended up.

Relocators still continued in afterwards, assuming they didn't rescind the All Hands.

10-20 means to slow it down. Turn off sirens and warning lights while continuing into the box. Companies might get into the location and be told to “go 10-8”. Or might get to location and stand fast as IC gathers more information from companies to help with their decision. Or maybe they gave a 10-20 because initial conditions don’t look like much and couple of minutes later get a report (for instance) that there is fire extension into the cockloft and have the companies that were on 10-20 respond to scene in emergency mode.

First due company Thinks something that looks good enough based on initial observation to transmit a 10-75, get everyone moving. Then realize that the heavy smoke was caused by a mattress fire which burned itself out. Maybe Chief gives a 10-20.
And like a situation had many years ago where companies got into building and found a mattress fire in hallway, no big deal, get me another can hold the line.
OV finally gets to rear and gives report have heavy fire venting from numerous windows. Went to 2nd alarm.
Wound up The mattress in the hallway was dragged through large apartment while burning and left trail of fire through the cluttered apartment.
