I'm surprised that SI's population is that low. Is a lot of the island unhabitable. Also is there much development going on currently housing wise.

Every time you turn around there are new townhouse complex or single family homes going up. I used to return to work after 3 nights off and find a street that wasn't there prior to my off time.

Sure is a lot of development LT. As Memory said, new housing complexes are going up - townhouses with lightweight construction. That's why these townhouse developments, although sometimes nice always spread easily to the expousures. There are also new commercial strip malls going up as well, they'll take down some wooded area and build a few stores and boom. Usually they'll add a small, horribly thought out parking lot as well. Of course more traffic.

As for uninhabitable, most of the west shore of the island is the Fresh Kills landfill, complete with creeks and tributaries. So that's not really easy to build upon.

Philly LT - SI is growing with a lot of areas to develop. Most of undeveloped land is habitable.  Island developed slower because it is just further from Manhattan jobs and you had to take a ferry to get there in the past.  Bridge to Brooklyn, SI highway system and buses directly to Manhattan have made SI grow rapidly.  Population should hit 1M when fully developed in the future.
