Per the rundown, 18 Battalion Chiefs and 15 ladder companies.

18 BC's is about 1/3 of the on-duty BC's. 

Was a policy to avoid assigning too many units of any type (like Rescue companies) to a single incident and to leave some available for a second incident ever implemented?

^^^^^^ Yes it was called for after 9-11 but during the fatal BX 99 cent store Fire (LT Carpluk & FF Rielly) this was disregarded & many SOC Units were assigned.
