20 was an ABC. B18 was not. B26 could have been

ABC becomes fire sector upon arrival of 2nd BC. who should not be an ABC, unless out of sequence
 
All of the ranks are shorthanded. There is a BC list. BC's also have more accumulated comp time then ever before. So of course they are taking it. And generally that results in a Capt. being sent to ABC.

It's become pretty routine for BCs to be detailed from their assigned battalion to another, so that 2 ABCs will not "touch".

On the day of this fire- the BC from B20 was sent to B3 for the day, which is in a different division, to allow an ABC to work in B20.
