I figured someone must've been unavailable for 46 to be the extra truck. 37 was probably out as well.

61 would normally be the extra truck, so if no 51, why wasn't 32 2nd due & 61 Fast - 32 was available all along and assigned as Fast, just curious.

61 truck is normally the 3rd truck in that area, then 32 and 37 or 46

37 Truck originally assigned as extra truck. "Extra truck for window bars", changed to TL-46. Needed a Tower Ladder as per SOP.
