0212 hrs BKLYN loading up the Box for a report of Fire & explosions in a Con Ed Substation at 258 23 St bet 2 & 3 Aves....0213 hrs BN*48 orders all Units to stay outside until their arrival...0218 hrs BN*48 giving the AH however all Units are standing by awaiting a Con Ed White Hat (Liaison)....0258 hrs Con Ed still 30 minutes out....0350 hrs Con Ed arrives 1 hr 28 minutes after the initial FD 10-84 time .....water will now be applied.
