I am assuming the EMS chiefs stay in their own lane so to speak, or do they? Are there Chiefs that have moved from EMS to Suppression? Are EMS chiefs on the rotation for the after hours duty Chief on the Suppression side?

Your assumption is correct. And no they are not part of the Citywide Tour Commander on the suppression side.

Sorta, there is Citywide North Car 5N and Citywide South Car 5S during the overnight staffed by chiefs in the rotation
