At the risk of getting involved in a topic I really don't have an opinion about, I'd like to point out what I think is a fault in Bulldog's logic.  He says:

Since most taxpayers are paying for a service they never use why should they pay the same as someone who uses the service?

What about the young married couple who have no children?  They pay taxes for the public schools, just like everyone else.  Using your logic, they should then have to pay tuition when they have kids, and they then grow up and go to public school.  I don't think you (or anyone else) would like that.  Yeah, I know . . . fire & police service aren't the same as schools, etc., etc . . . but it's the same logic.

Now that you mention it.....  Actually most places where I've seen the departments charge an extracation fee, the only charge it to people who aren't local and thus don't pay taxes for the service.  That does compare to schools where if you go out of your district you have to pay an additional fee.

Actually if a couple doesn't have children in school why should they pay the same school taxes as someone who has several children in school?  Now you've got me thinking.
 
Good!  That was the point . . . to get folks thinking.  As for paying for schools you don't use, my kids are 38 & 40 years old, but I'm still paying school taxes and have been for more than 20 years since they graduated from high school.  Doesn't seem right to me, either.  But you're right about sending your kid to an out of district school.
