I don't know if this holds true today but years ago disciplinary action could be instituted against EMT's/Paramedics who failed to obtain social security numbers from patients and list same on the ACR. More likely than not some of the "frequent fliers" gave fictitious numbers. Nah, who would do that?

Collection rates are likely between 8% and 15%. This all probably only is a change in taxpayer dollars- with a bureaucrat finder's fee added. 38.6% of the New York State population (7,761,755 souls) is on Medicaid (Florida's rate 25%). The City likely just figured out they can get more money this way- Medicaid paid more than FDNY was charging.
