And here comes the bus. I was thinking about something. If the ISO or insurance agency for that area hears this, that's a can of worms you really really really dont want open.

That is a more common edict from these districts than many can ever imagine. We have 13 different water districts that serve our county and most are fill only status due to line size, storage and distribution capability.
