I took this screen grab from the GSE Episode of Rescue 2 centennial. I am just wondering what the 2 medals are for on Capt Ruvolo at the top (not the collar brass but on his chest) I had assumed that the blue one meant you were a rescue member but seeing the other captains not having them I am curious what they are for.

Also as far as the other Captains not having them, the insignias are on the newer side and they most likely were never issued while Captain Flaherty chooses not to wear any citations.
