There are about a dozen boxes used for mutual aid depending on the location and resources requested. There is a little more involved then just assigning a box number to a surrounding municipality....

Instead of using Staten Island Box numbers they should assign box numbers to surrounding cities so that the box number could better identify the location of the mutual aid.
Massachusetts MetroFire does that, for example Chelsea is 8215, Cambridge is 8218.If Chelsea goes to the third alarm Boston transmits signal 2-8215 over the radio.

If units are supposed to stage before responding on mutual aid, like at the foot of a bridge or tunnel, it would make sense to use the box location of the staging location.
Marine units sometimes embark other units, so using Marine 9's home box, for example, will send those units to their quarters.

Why not make them all 9000 series boxes.
9000 series boxes already exist in Queens and are used for more than one incident on a box (For example: Ems run on box 843 then another run comes in for the same box at the same time, the second run uses a box number between 9950-9999)
