I am wondering if there is an SOP or some guidelines regarding the procedures for units transmitting an urgent message to the dispatcher or to command? I am interested in bringing this to my own department and just looking for some background on it. My understanding is that it is to be used with its an important message above the general conversation of an event and not all the way to what would be a mayday. TIA for anyone who can help me out!

I can't speak for FDNY, but in my experience it meant "clear the frequency, I have important traffic to transmit" . . . most often used when the primary frequency was busy.

Bxengine has it covered, there is also a standard procedure to announce the urgent. "Urgent, urgent, urgent, L 99 with an urgent". At this point L 99 waits for the IC to acknowledge his urgent. The same goes for a Mayday but with a different criteria; for a missing, lost member, unconscious or severely injured member, a structural collapse is imminent or has occurred.
