The purpose of them is that they can be put in service in a relatively quick time, used for special events like New Years Eve, United Nation week , 4th of July ( When the 4th used to be a very busy night fire wise .) or natural disasters, hurricanes, snow blizzard, sever flooding, black outs . They just have to hire the personnel to staff them. The regular fire company that the reserve apparatus is housed in is responsible to maintain and inspect the rig on a regular basis , and are usually the ones that get the call to staff it first when needed.
