    DC was experiencing a crisis shortage of ladder apparatus at the time. They did not have enough apparatus to equip all 16 ladder companies consistently. On top of that, Truck 3 and Truck 4 were seriously damaged in a collision. Truck companies were out of service - lack of apparatus.
