I have a feeling that the PA like NYPD in many cases would rather not have any outside agency come onto their turf! It seems in many cases the various agencies in NYC would rather not have assistance instead of working together. Everyone needs to learn to work together better in New York city...
I'm not sure about the land units, I'm guessing they don't, but I'm sure at the very least the Boats and the Marine BC have the CC frequencies in their radios. I've never heard anything about there being any conflict between the 2 agencies.
