    That's certainly a place it would not be very usable. Water supply in California is very limited and it would be difficult to find a large enough water supply to supply this beast, especially near a wildfire.

    I just looked up LA County and according to Wikipedia they have about 2800 employees. They work 3 shifts so at any given time they have about 900 firefighters on duty. Also, I'm not sure if having so many chief officers and staff available to respond if necessarily a good thing in many cases.

    That's a possibility but for a contract as big as this 1 was you would think that making a modification to their design wouldn't be that big of deal for a large quantity of trucks. Obviously it would be a major issue for a very small order.

    I wonder that myself, actually, many companies will rebid a contract if there is only one bidder. With only one bidder the bidder is basically setting whatever price they want for an item.
