any staff chief (Staff Chiefs being Deputy Assistant and Assistant Chiefs) can take Incident Command, the SI Borough Commander is a Deputy Assistant Chief, outranking the Deputy Chief of Division 8, and may take command, but just because a chief is on scene doesnt mean they are always going to take command or any position until they feel it is needed.
