Thieves stealing hydrants off street in LA

The good news is Golden State Water is sending out replacements as soon as a report comes in of a stolen hydrant. Now there locking up the bolts. The LASD is looking into the matter.
 
Yeah, why would someone steal a hydrant barrel? Looks like way too much work for the average gang-banger. Those bolts don't loosen themselves; even at gunpoint. Is this a Tik-Tok challenge or a message to the neighborhood snitch? Or, like Ford F150s, are we going to find them on some street in Tijuana?
