Historically, one way a chief/commissioner could put an imprimatur on his tenure (particularly in a small department) would be to mandate a change of uniform. Of course, this could be helped along by a brother-in-law in the rag trade or a vendor sponsored hunting trip.
One of my favorite "characters" in the world was the late Dick Hannon of Rescue 3. I'm told he refused to wear "bugs" on the sleeve of his Class A outfit back in the day. His work uniform could be a dark blue buttoned shirt, navy style dungarees, white socks, and white tennis shoes.
It had to be back in the 60's or 70';, FDNY rolled out a new work uniform. As soon as they got them out in the field, they had to take them back. The story, if true, as I heard it, was that Hannon dropped a dime to the UFA noting that the clothes didn't have "UNION MADE" tags on them.
