The hospital isn't completely closing, but the ER is. Also compared to much of city, lower Manhattan is very saturated with hospitals which I'm sure cut into their profits. Plus Mt. Sinai now owns four hospitals in the Manhattan and likely wants to consolidate resources.
Yes, the mental health units have already been doing that for some time, but now they'll be using specialized designed vehicles instead of retrofitted ambulances.
