Regarding the rigs on the island, there is also an equipped but unstaffed reserve engine (it was E*521 when I was on Roosevelt Island last winter), as well as a reserve rescue (the primary spare for R*4), and a reserve squad (SQ*800). E*260 is first due to the island and has a pretty short run there, but if they are out on another run, E*262 and E*258 can be coming from a bit of a distance.

E*261 (quartered with L*116) was located close by. From the looks of the map, they were likely the second due engine but the company was closed in 2003. There was discussion of reopening the company when Amazon had plans for their H2Q site. However, that has since died down.

To your original point, barring an unexpected tragedy or serious long term issues with the bridge, I do not foresee the city opening up a staffed company there. To compare to another sometimes controversial island, the building stock on Roosevelt Island is much different than that on City Island. Even more importantly, Roosevelt Island is less isolated than City Island, making the current situation much more tenable than a City Island without E*70/L*53. But if they did open a company, they would likely never be able to close or relocate it, as we've seen on City Island.
