Because Div 6 and 7 cover parts of Manhattan. Technically 5 Divisions cover Manhattan. Div 1,3,6,7,14

If Marble Hill can be dispatched by the Bronx, I don't see any reason Roosevelt Island can't be dispatched by Queens.
