- site included an Emergency Communications Center for entire NYC
- 3 story steel-reinforced building w/basement and sub-basement
- fallout and blast protection from atomic weapons designed for sub-basement (Cold War era design)
- designed for 1625 existing Richmond fire alarm boxes w/capability for 5000 boxes
- dispatched Richmond/SI FDNY units and SI volunteer companies 1962-2009
- subsequent facility use by other city departments and US Park Police
