Most departments are sending companies to all EMS runs where they'll initial patient contact, stop the clock and then potentially wait hours for a EMS transport unit to be available.     The "functional" length is the length listed. On some newer apparatus you'll actually see ticks on the bed section indicting the extended length.

    That seller is a Staten Island antiques shop called Objects of Interest (you can see the ramen restaurant's reflection from across the street in some photos). They seem to often have FDNY or at least purportedly FDNY antiques for sale.

    For clarification: EMS chiefs can live outside of NY and they have been known to leave their cars with the PAPD. Fire chiefs (as with all firefighters) live within the allowed New York counties (NYC, Nassau, Suffolk, Westchester, Putnam, Rockland and Orange).
