I saw one a year or two on a car on the Upper East Side, but I can't remember if it's markings said NYC or FDNY. Not can I speak on the officiality of the car in question.

I know the Staten Island volunteer companies have sent thier members for initial training at the Middlesex County Fire Academy in New Jersey. I'm unsure if they still do, but they have in the past.
Technically only the bridges have engines, the airports have ARFF but no structural apparatus and the tunnels have tow trucks with booster tanks on them.
