Yes keep the stream together would certainly be the most difficult part. The streams from the adjacent buildings were holding together pretty good but they were not fighting gravity.

Normally water drops do not do what you were thinking, I could not put Larchmont of water in a concentrated area. Instead they spread the water out to quench a large area. Units in that capable of dropping a large amount of water would be a Bambi bucket and they really don't care that much water...

Maybe it's just time looking at it but looking at the picture it looks like the retaining wall is holding the water on the highway and if it had been divine with adequate spaces for water to flow through the highway wouldn't be flooded.
